Track record as being a leader that works with the team to get things done. Through Carlos’ 35+ years of corporate business experience, he has used his inclusive leadership approach while managing 300+ employees. He chooses service over self-interest! A published author on leadership theories, Carlos champions the alternative to leadership, which is stewardship – specifically when serving the public!

Through stewardship, Carlos will work to maintain our core basic need of safety and security! His partnership with first responders – our fire department, police force, police volunteers, and our neighborhood watch program will remain a priority. The dialogue of individual safety and security has long been the need for our well-being, but today this includes a new focus on “Cyber Security.” With Carlos’s extensive background in technology, he will help create the appropriate awareness campaign to prevent “Cyber criminals,” from attacking our personal, or business systems.

Carlos acknowledges that others’ needs, values, and opinions matter and will embrace a balanced voice for the majority and minority. He will advocate our sense of belonging to further relationships within our own neighborhoods, our city government, community, and commerce.

For commerce, Carlos is a managing partner of his own small business and familiar with the challenges independent entities have. Carlos will actively promote the benefits of partnering with our Chamber of Commerce to further advocate business prosperity.

Carlos Merla - Parks and RecOur city’s Parks & Rec Department and Convention and Visitors Bureau are a model to many other communities. Carlos’ vision is to further our quality of life by sharing ideas from other global and domestic communities he has visited and worked in. Carlos is an avid bicyclist, fisherman & strong supporter of our new dog parks & pet friendly environments.

As one of the executive leads at Microsoft Corp., Carlos was responsible for world-wide business development and integration of technical services from acquired companies. In partnership with Mergers & Acquisition teams, his role was securing new client relationships to drive market share.  It is with this experience, Carlos can assist on achieving Grapevine’s greatest return of continuous improvement, and on implementing business models to generate city revenue.


With Carlos’s extensive domestic, and international business insight, along with his experience living and working in multiple cities and states, Carlos brings the knowledge and passion to help further the undeniable prosperity and future of Grapevine.

A native Texan, born and raised in San Antonio, Carlos and his wife Laura, chose to make Grapevine their home because of their feeling of security, a sense of community, and the positive attention to quality of life. It is these three primary areas Carlos will defend and advocate.

Register to Vote - Deadline April 5

The deadline to register to vote is April 5. Applications are available in the City Secretary’s Office, the Grapevine Library, or you can also download an application from Tarrant County Elections. Visit the Registering to Vote in Grapevine for answers to frequently asked questions.

Early Voting - April 23 - May 1

Early Voting – 8am – 5 pm
All voting in City elections takes place at  The REC of Grapevine – 1175 Muncipal Way, Grapevine, TX.

Election Day - May 5

Voters can only vote at their designated polling location on May 6. Check Precinct Locations for your precinct number.  If you don’t know your precinct number, you can look it up by your name and find your voting location.

Carlos for City Council Grapevine


I have known Carlos Merla for 20 years. In that time he has been a colleague, friend and neighbor. I first met him when he joined Microsoft in 1998 to work with me in building our Latin American organization. Working with him on this I soon appreciated his ability to work effectively across cultures and languages. Carlos is very effective at being able to understand a complex situation, and provides solutions that are clearly and effectively communicated. He has very strong analytical skills and is able to communicate plans and actions clearly and simply. Ten years ago we actually became neighbors in Grapevine. So, over the two decades I have know Carlos I have seen him to be devoted to family, a close friend and a skilled colleague. I have also seen his love for Grapevine, and his commitment to helping grow and develop the local community though his work in the Chamber of Commerce and his support of local businesses.
